..."I think you’ll start seeing movement in 30 days," said Susan Delay, the Department of Development’s capital-improvements manager.

The legislation designated about $3.5 million in city funds for the project. The money will be matched with $3 million from the state’s Clean Ohio Revitalization Fund.

The site, a partially wooded lot south of 3 rd Avenue, will house Time Warner’s headquarters and other business offices, possibly by the end of 2006...
